DETENTION AND DEMURRAGE FREE TIME
With increasing demand for containers in Asia as export picks up, customers are faced with challenges getting sufficient containers to meet their shipping needs. In our endeavors to improve equipment availability to cater the needs of our valued Malaysian customers, MCC is adjusting our Detention and Demurrage charges to encourage timely return and to recover both the increasing equipment and opportunity costs.
Effective 01-June 2010, our Detention and Demurrage charges post agreed free time will be computed for all locations as follows in Malaysian Ringgit:

- Demurrage standard free time are inclusive of container discharge day and gate out day
- Detention standard free time are inclusive of container gate out day and empty container return day
- Calculation days are INCLUSIVE of weekends and public holidays
- Both detention and demurrage are calculated separately as advised. No combined free time allowed for import.
- Charge mentioned is per equipment type per day.

Routing:
Acceptance for loading at Port Klang, Penang Port, Port of Tanjung Pelepas and Kuantan Port in West Malaysia.
Kindly contact customer service (x-trade) in Singapore for assistance for services from East Malaysia ports: Labuan, Kota Kinabalu, Kuching, Miri, Bintulu, Sandakan, Tawau.
Special Cargoes: Out of Gauge, Break Bulk and Dangerous (IMO) Cargo are subject to standard MCC Transport approval procedures and equipment availability
*NEWDangerous Cargo: Effective 1st June 2011, all vehicles/ cars under UN 3166/3171 will be deemed as Hazardous Commodity by Port Klang Authority. All bookings with UN 3166/3171 should be confirmed as DG booking.

Documentation Procedure
Shipping Instruction cut-off:
In order to provide your transport document to you fast and accurately, we require the shipping instruction information in time. Below are the timelines applicable for the various trade routes from Malaysia.
Shipments to China– In compliance to CCAM (China Custom Advance Manifest) rules, the cut off time for direct shipments to China is 72 hours before vessel arrival at port of loading. If vessel arrival is on weekend or public holiday, all SI must be submitted latest by 10:00 am on the last working day.
All other trades- The shipping instruction must reach us 24 hours before vessel arrival at port of loading– unless separately advised in booking confirmation. This is in accordance with the timeline set by the ISOA in Malaysia

IMPORT: RESTRICTIONS AND PROCEDURES
Restrictions
Used Computer Parts: All used computer parts required special permit from Department of Environment Malaysia under Basel Convention Law.
Hazardous Wastes: Under Basel Convention Law » http://www.basel.int Malaysia restricts the import of hazardous wastes and other wastes for transit, final disposal and recovery. Special permit from Department of Environment Malaysia is compulsory. Cargo without permits will not be accepted during booking/ discharged in Malaysia or retain onboard back to port of loadings at shippers and/or consignees on risk and cost.
Bookings for Automobile and Personal Effects: Based on local custom's restriction, booking for such commodities can be made only for one container per owner on per bill of lading. Failing such, consignee would not be able to proceed with custom declaration.
Special Cargoes: Out of Gauge, Break Bulk and Dangerous (IMCO) cargoes are subject to standard MCC approval procedures.
Dangerous Cargo under KPA Group 1 and 2 MUST be cleared DIRECT DELIVERY EX-SHIP unless approved for temporary storage by LPK (DG department).
Dangerous Cargo - Port Klang *UPDATED
Effective 1st June 2011, all vehicles/ cars under UN 3166/3171 will be deemed as Hazardous Commodity by Port Klang Authority. All bookings with UN 3166/3171 should be confirmed as DG booking.*NEW
All containers with Dangerous Goods should have the “Placard” (also known as DG stickers) affixed on each side of the containers. The total “Placard” per container would be 4 pieces.

PAYMENT AND RELEASE
Payment: All prepaid charges would need to be done before collection of the Bill of Lading (export) and release of cargo (import). This must be done at most 7 days after vessel sailing.
Payment can be made via cash, cheque or telegraphic transfer (TT) to Maersk Malaysia Sdn Bhd. Account details are:

Kindly follow below procedures for your re-export requirements in Malaysia ports

Completion of import cycle for the mentioned container(s)
- Container(s) discharged
- Payment are made in full
- Delivery order have been exchanged at destinations
- Upon completion of the import cycle, kindly submit new export booking and advise the containers’ numbers for re-export purpose
- Once new booking confirmation received, SSR needs to be submitted (under shipper own cost) in order to change below details in port system:-
- Change of operator (if import is not under MCC operator)
- Change of shipment status: from import to export
- Change of port of loading and discharge
- Change of vessel name and voyage number
- Change of ship call number (SCN)
- Change of vessel ID
** Above changes and charges incurred might differ between different ports in Malaysia
Kindly note that MCC Transport is not liable for any additional charges incurred if re-export customers failed to clear import cycle before CY closing of the new export vessel.
